OPEN FOR APPLICATION: International courses for civil servants around the world

These courses are offered by prestigious French schools that are known for training the top civil servants and government officials in France: The French National Institute of Public Service (INSP) and the Regional Institutes of Administration (IRA). The application period is open until the 24th of November 2024.

The French National Institute of Public Service (INSP) and the Regional Institutes of Administration (IRA) launch the selection procedure for 3 international courses. These training courses are a major opportunity for civil servants from all over the world to develop their skills in public administration and to study tomorrow’s public policy issues, in close contact with French students and international counterparts. Registration is now open until 24th of November 2024!

Learn more about the 3 main international courses open to civil servants and public officials, with an advanced level of French, from all over the world: 

1. The Long International Program (CIL) 

This program allows young public managers to become familiar with French administration, by attending courses alongside French students enrolled in the initial training at INSP and by completing a practical internship within a French administration. 

  • Target profiles | Young international public officials or academics. In some exceptional cases, young professionals at the beginning of their careers aiming for a career in their country’s public service. 
  • Diploma awarded | International Diploma in Public Administration.
    Possibility of a dual-degree program with professional master’s degrees from prestigious French universities: University Paris 1 Panthéon-Sorbonne, University of Strasbourg, and its Institute of Political Studies. 
  • Duration | 13.5 months (September 2025 → September 2026) 
  • Location | INSP Strasbourg 
2. The Advanced International Program (CIP) 

This program allows experienced senior executives to become familiar with all aspects of public management in France, by attending courses alongside French students and by completing a practical internship within a French administration. 

  • Target profiles | Experienced senior executives from foreign public administrations, holding positions of responsibility and with potential for development and influence. 
  • Diploma awarded | International Diploma in Public Administration.
    Possibility of a dual-degree program with professional master’s degrees from prestigious French universities: University Paris 1 Panthéon-Sorbonne, University of Strasbourg, and its Institute of Political Studies. 
  • Duration | 8 months (early November 2025 → June 2026) 
  • Location | INSP Paris 
 3. The International IRA Program (CIIRA) 

The International IRA Program welcomes intermediate-level international managers within the class of students from the Regional Institutes of Administration. 

  • Target profiles | Intermediate-level managers from foreign public administrations with high potential, either early in their careers or already experienced. 
  • Diploma awarded | Certificate of Training as a Foreign Auditor of the International Program – Possibility to validate a Master 2 degree. 
  • Duration | 7 months (September 2025 → March 2026) 
  • Location | IRA of Lille, Metz, or Lyon
