Civil servants around the world: prepare yourselves for tomorrow’s public policy challenges

The French National Institute of Public Service (INSP) launches the selection procedure for three international courses. These training courses are a major opportunity for civil servants from all over the world to develop their skills in public administration and to study tomorrow’s public policy issues, in close contact with French students and international counterparts. Registration is now open until November 14, 2022!

The French National Institute of Public Service (INSP) created on January 1, 2022 took over from the French National School of Administration (ENA).

The National Institute of Public Service (INSP) is the new public benchmark dedicated to the recruitment, initial training, and continuing training of French top executives and managers.

Learn more about the three main international courses open to civil servants and public officials from all over the world:

The Long international training course (“Cil” in French)

This programme enables civil servants from foreign public administrations to familiarise themselves with the French administration and benefit from joint training with INSP civil servant students in initial training (FI).

This training course lasts at least 13 months (including a work placement in an administration) and leads to a diploma as it is coupled with three professional masters courses organised in partnership with prestigious French universities: Celsa – Sorbonne University, Paris 1 Panthéon-Sorbonne University, Strasbourg University and its Institute for Political Studies.

The international advanced training course (“Cip” in French)

The Cip enables experienced executives holding responsible positions in foreign public administrations and endowed with a potential for development and influence to become familiar with all facets of public management in France.

This is an 8-month training course (including a work placement in an administration) for experienced executives holding responsible positions in foreign public administrations. It leads to a diploma as it is also coupled with two professional masters courses organised in partnership with Paris 1 Panthéon-Sorbonne University and Strasbourg University.

The IRA international training course (“CiIRA” in French)

The CiIRA targets junior international civil servants holding mid-level responsibilities who are interested in broadening their skills and acquiring professional expertise in public administration.

This 8-month training course (including work placements in administration) is based in one of the five IRAs – Bastia, Lille, Lyon, Metz or Nantes and leads to a diploma – as it is also coupled with three professional master’s courses organised in partnership with prestigious French universities: Celsa – Sorbonne University, Paris 1 Panthéon-Sorbonne University and Strasbourg University.

The registration period runs from October 5 to November 14, 2022.

Calendar

It is divided into 4 phases:

  • A selection on file by the INSP of the registered candidates,
  • The participation of the candidate to a written test composed of 3 papers, organized by the embassy,
  • An oral pre-selection interview set up and conducted by the embassies for candidates declared eligible after the written tests.
  • The final stage of pre-selection is carried out by the Internship Department on the basis of detailed opinions from the embassies on the interview reports.

Selection of candidates on the basis of applications from November 19 to December 2, 2022
Transmission to the embassies of the list of candidates to be invited to the written tests from 5 to 9 December 2022
Written tests organized by the embassies from January 9 to 15, 2023
Oral tests organized by the embassies from March 13 to April 9, 2023
Final selection committee beginning of May 2023
Start of school September 1, 2023
